When Putin has stated that all support (arms and economic) be withdrawn and that Europe do the same, what does that mean to you?

To me, it says that after the deal is done and finalized, he will attack Ukraine again...........and win. After all, the worst that can happen if he does that, is he'll be back where he is now (no worse and actually better because Ukraine will be his). What could the U.S. and Europe do then than they have not already done. How would they make Putin pay for going back on his word?
