Perhaps everyone who wants to own, possess or have the custody and control of any firearm should first pass a background investigation, then take a psychiatric evaluation and finally have a note notarized from his/her spouse providing permission for him/her to own, possess, etc. No unmarried civilian should own, possess or have in their custody or control a deadly weapon.
