I can understand welfare for the few people incapable of earning a living. Someone with serious mental or physical disabilities. What that investment is buying you is assurances that India is NOT going to align with China and Russia, pitting the economies two of the largest populations on earth against the US economy. They're going to stop buying Russian oil which is financing Putin's war with the Ukrain. India has joined a strategic defense alliance with Japan, Australia and the USA, to counter Xi's expansionism in Asia. That will enable the USA to reduce its military spending in the region, and prevent any further moves on Tai Wan.
