For example good old practical logical GWB would have been the first to point out if he didn't have all the 4 gigantic monumental EVENTS i.e. recession,dot.com/9/11 and worst hurricanes that Center for Medicare & Medicaid Services (CMS) was doing a poor job of enrolling 14 million people!
These 14 million when asked if insured said "NO" because they didn't know under poverty levels they qualified for Medicaid!
