Why Does Congress Refuse to Declare War

Especially since they'd get the declaration of war if they asked for it. Congress isn't going to say no, it'd be "against the troops" somehow.

My guess ? Declaring war would trigger about a zillion legal actions and definitions that no one wants to deal with.

No, they're the people whom the Constitution charges with declaring war.

And being responsible with their Constitutional charge, they're under no obligation to a derelict white house for total failure to consult those so obligated to decide the legality of war by this unfortunate unilateral action.

Congress gave permission to president Bush to use ground Troops in Iraq and Afghanistan. The permission still stands for president Obama. Harry Truman did not seek permission from Congress to send Troops to Korea. He used the UN for cover and the legality is still being questioned. Bill Clinton didn't seek permission from Congress to use American bombers on a defensless country in Europe. He used NATO for cover. President Obama did not have permission from congress to use American Military technmology to kill Kadhafi's family or aid the so-called rebels. He used NATO for cover.

This is actually pretty interesting. Far as I am concerned Congress should be consulted before pre emptive or retalitory strikes like Grenada, Beruit, Iraq or whatever.

The President just does need the nuclear football...them knee jerk "you must decide this second" reactions dont happen often in real life..... defensive actions can kinda catch you by suprise. Suppose in them situations a declaration of war might make stopping the violence one step more difficult. I guess.

Before I get further side tracked. What difference would a declaration if war on Iraq or Grenada or Panama have made?

Was the permission before or after the fact? I really do not know as for all intents it seems the President can declare war.

Also did Ronald ask for permission to invade Grenada? Bomb Libya?

You're right. Obama acts like he would rather die than ask Congress to deliver their opinion on whether war in Libya is advisable, feasible, and may find funding.

His attitude is wrongful leadership. He thinks himself the emperor, not a President, who is basically a leader of other men. Obama is not interested in leading other men, he aims to dictate to other men what he wills (over all reason) to do.

How is it Obama doesn't know what his job is yet?
