If the black students could only be in the company of majority white students, then the culture of this mass of white students would overwhelm the smaller number of black students and the black students would improve scholastically.

What happens though when the white students are so diluted that they actually become the minority in public schools? This whole strategy becomes worthless.

Responsible white parents, no matter the sacrifice, pull their children out of public schools and send them to private schools in order to flee the toxic effects produced by too high a proportion of minority students in a classroom. The effect increases in power as each white student exits the public system - the remaining white students get more and more swamped by toxicity.

This process spells doom for public support of the public school system. We're going to eventually see a universal voucher system - each child gets $X from the state and they can spend it at any school. This means funding for public schools will come from individual students rather than from an operating budget from other governmental sources.

As the capable students leave, the concentration of troubled students increases, this depresses the performance of public schools and increases the white flight rate thus accelerating this cycle.

Private schools and home schooling, both are being increasingly accessed by those with an interest in education vs. indoctrination. How fun is it when an 8th grade bully solicits your 6th grade daughter for a hand- or blowjob and then abuses her when she refuses? Then the bus driver refuses to help the poor girl, and the school initiates an endless and fruitless "investigation".

A universal voucher system would eventually destroy public schools but what would you have in it's place? Private schools would become subject to the same state and federal laws that govern public schools. Minorities would become the majority in private schools as in public schools.

A voucher won't cover the entire cost of a private school but will cover the cost of a public school, so this aids in keeping the poor students out of the private schools.

Private schools have far more latitude in which students they admit and a blank check in which students they can kick out. These two factors will work to make public schools the dumping ground, the schools of last resort, the schools which MUST take all students and which CANNOT kick students out.

While current, misguided, law prevents private schools from racially discriminating in their admissions, there is nothing preventing private schools from creating environments not welcoming to minority students that they don't wish to admit. The school could teach a history section on black dysfunction which would be insulting to black students, leading parents to withdrawn their child. Or rather than being so direct, they can do what big-city liberals do to racially cleanse liberal cities - they can raise tuition prices, making it more difficult for minority parents to pay the bill and they could offer scholarships to the students who they wish to admit but whose parents cannot afford to pay the bill. There is a lot more leeway in how scholarships can be awarded than there is in how race-blind admissions must be.

The sad aspect to this unfolding disaster is that it didn't have to come to pass. Back in the 30s-60s, the public schools did well, there was a very good mix of socioeconomic classes, there were far fewer private schools per capita. This worked well because the nation was mostly white. Black students were not integrated into most schools, they had their own schools.

Then liberals decided that they didn't like the idea of the US being mostly white and they set out on their experiment of population replacement. Well, as is the way of liberals they thought in static terms and are now surprised that reality is best described as a dynamic model. When liberals set out to destroy America, people don't just accept it, they react. White flight is the reaction.

The ace in the hole is to institute admission standards. When the children of white janitors and white McDonald's fry cooks outperform the children of black judges and black physicians, the school selection can use an impartial metric independent of ability to pay and still craft a low minority presence in schools.

This very dynamic was at the heart of the Fisher vs. University of Texas affirmative action lawsuit. The University of Texas claims that the students of wealthy black and Hispanic parents need affirmative action at the expense of poor white students who are better qualified for admission.
 
If any other group of people on the planet were becoming a minority in their own countries at such an alarming rate there would be investigations, but because it’s White people who are becoming a minority in our own countries, it is simply accepted as natural and should not be thought about.

There is nothing natural about opening the borders of White countries and forcing “diversity” on all White areas, despite objection from the public.

There is also nothing natural about putting in place “hate speech” laws that imprison people who say the wrong things about open borders and forced “diversity” for White countries.

No wonder we've dropped from first in the world to 17th in public education. What a nightmare!

But Asian-American and White-American students are still performing near the top of the world's rankings.

For private schools that accept vouchers, the control that they have now would soon disappear because when there are no public schools, private schools will be the only alternative for most kids. That would mean federal and state government would insure equal opportunity, scholastic standards, services for exceptional students, and standardized curriculum which is why many private schools are not in favor of a system of universal vouchers.

If vouchers become universal, that is usable by all students, public schools would be replaced by highly regulated private schools and would suffer the same problems as public schools.

For a voucher system to work, there must be viable public school as an alternative to private school. Otherwise vouchers would have to pay the full cost of private schools because there would be no public schools to base voucher reimbursements.

A far better solution is to fix public schools and keep government out of private schools.

One of the misconceptions about American public schools is they are universally bad. There are excellent public schools just as their terrible public schools.

The biggest problem in public education is not bad teachers, bad students, bad parents, or bad principals. The problem is a majority of students in public schools throughout the American South and West are now low-income for the first time in decades. The one thing we know for sure about student performance is that most low income schools perform poorer than middle income schools. Children from those low-income families dominated classrooms in 13 states in the South and the four Western states with the largest populations.

If we are to improve our education achievement compared to other nations, we going to have to deal with this problem. Students in most of our states compare very well to students in other countries.

Look at what's happening. People are voting with their feet and their pocketbooks. Like I wrote earlier, just as water will always flow downhill, parents will always find ways to look out for their children. White parents don't want their children trapped in toxic learning environments where half the students are minorities. There's no way that anyone is going to be able to force this to happen. Liberals tried and it led to massive social upheaval and violence in Boston, the most liberal of cities:

The Boston busing crisis (1974–1988) was a series of protests and riots that occurred in Boston, Massachusetts in response to the passing of the 1965 Racial Imbalance Act, which ordered public schools in the state to desegregate. W. Arthur Garrity Jr. of the United States District Court for the District of Massachusetts laid out a plan for compulsory busing of students from predominantly white areas of the city to schools with predominantly black student populations. The legislation provoked outrage from white Bostonians and led to widespread protests and violent public disturbances. The conflict lasted for over a decade and contributed to a demographic shift in Boston public schools, with dramatically fewer students enrolling in public schools and more white families sending their children to private schools instead. . . .

In the Boston metropolitan area, Judge W. Arthur Garrity Jr. of the United States District Court for the District of Massachusetts found a recurring pattern of racial discrimination in the operation of the Boston public schools in a 1974 ruling. His ruling found the schools were unconstitutionally segregated.

As a remedy, he used a busing plan developed by the Massachusetts State Board of Education to implement the state's Racial Imbalance Law that had been passed by the Massachusetts state legislature a few years earlier, requiring any school with a student enrollment that was more than 50% nonwhite to be balanced according to race. The Boston School Committee consistently disobeyed orders from the state Board of Education. Judge Garrity's ruling, upheld on appeal by the United States Court of Appeals for the First Circuit and by the Supreme Court led by Warren Burger, required school children to be brought to different schools to end segregation. The final Judge Garrity-issued decision in the case came in 1988. . . .

For three years after the plan commenced, Massachusetts state troopers were stationed at South Boston High.[2] The first day of the plan, only 100 of 1,300 students came to school at South Boston.[2] Only 13 of the 550 South Boston juniors ordered to attend Roxbury showed up.[2] Parents showed up every day to protest, and football season was cancelled.[2] Whites and blacks began entering through different doors. . . .

Of the 100,000 enrolled in Boston school districts, attendance fell to 40,000 from 60,000 during these years.[2] Opponents personally attacked Judge Garrity, claiming that because he lived in a white suburb, his own children were not affected by his ruling. The author of the busing plan, Robert Dentler, lived in the suburb of Lexington, which was unaffected by the ruling. . . .

There were a number of protest incidents that turned severely violent, even resulting in deaths. In one case, Theodore Landsmark, a Yale-educated attorney, was attacked and bloodied by a group of white teenagers as he exited Boston City Hall.[4]. . . In a retaliatory incident the next day, black teenagers in Roxbury threw rocks at a white man's car and caused him to crash.[2] The youths dragged him out and crushed his skull with nearby paving stones. When police arrived, the man was surrounded by a crowd of 100 chanting "Let him die" while lying in a coma from which he never recovered.

In another instance, a white teenager was stabbed nearly to death by a black teenager at South Boston High School. The community's white residents mobbed the school, trapping the black students inside.[9] There were dozens of other racial incidents at South Boston High that year.[2] The school was forced to close for a month after the stabbing.[2] When it opened again, it was one of the first high schools to install metal detectors; with 400 students attending, it was guarded by 500 police officers every day. . .

By the time the experiment with busing ended in 1988, the Boston school district had shrunk from 100,000 students to 57,000, only 15% of whom were white.[10] In 2008 Boston Public Schools were 76% black and Hispanic, and 14% White.

Your argument, I take it, is that a voucherized system will eventually lead to a replication of the pubic school system but with decentralized local control being mostly a fiction and with real control coming from centralized State education bureaucracies. My counter is people won't allow that to happen, not when the stake are so high, not when it's their own children's welfare and future on the line. Parents are seeking refuge from the destruction that liberals are inflicting upon society and that refuge is in private education. They're not going to roll over and let liberals take over control and erase the sanctuary they've found for their kids, they're not going to put their kids at risk again.

Even now, look at how so many parents are beggaring themselves to buy homes in areas with good school districts. It's the quality of the student body that they're paying for, not really the quality of finish in the home. These are huge sacrifices being undertaken in order to safeguard their kids from liberal dysfunction. That will never be erased away.

Here we have a spending chart. Spending doesn't fix public schools. Upthread I posted a table which looked at PISA scores in the US broken down by race. White and Asian students are doing remarkably well in international comparisons.

The problem with US schooling performance has to do with the racial demographics. That's the problem. That's the actual topic of this thread. How are you proposing we fix that problem? More money as a solution has a long history of showing failure to fix the problem. So how do we accomplish what you propose, to fix public schools?

With the demise of public education, states would have no choice but to regulate private schools for two reasons.

First of all, almost all state constitutions saddle the states with the responsible to see that uniform if not quality education is available to all students. With the demise of public education, states would have to regulated privates schools to be in accordance with the state constitution and federal constitution. Private schools would not be able to choose their students. They would have to accept the poor, minorities, students with learning disabilities, emotions problems, and criminal backgrounds; in essence, it would eliminate the major advantage that private schools have over public schools.

Secondly, if private schools are financed with state funds, the schools would have to be accountable to the state as to how those funds are used. That would put government squarely into the classroom which is one major complaints about public schools.

I think the first step in improving public schools is to recognize that poor performance in public schools is neither uniform nor universal. The worst performing schools are those with a high percentage of minorities, primarily black and Hispanic from low income neighborhoods in 13 southern and western states. America's poor academic performance compared to other countries can be traced to these schools. You can't do much about the income of the neighborhoods and nothing about the race, but you can do a lot to improve the performance of the schools.

Schools funding is based on the number students that attend a school and the number of days students attend modified for special needs kids. This usually leads to pupil to teacher ratios about twice what they should be in our worst performing schools.

We need to find ways of attracting good teachers into bad schools. Usually, the least experience teachers end up in the worst schools. Often districts will place problem teachers in bad schools hoping to force them out.

There is no simple solution to our problem in education, however I don't see how abolishing public education would help. All the countries that are ahead of us in student performance rely primarily on public schools. In fact some of the countries have almost no private schools.
 
There are high concentrations of minority students in many public schools especially in urban areas, leaving the remainder integrated yet white majority.

The overwhelming majority of people, even liberals, will not send their kids to schools with low educational standards. Statistics are funny things. Draw your own conclusions.
