For the first time ever, U.S. public schools are projected this fall to have more minority students than non-Hispanic whites enrolled, a shift largely fueled by growth in the number of Hispanic children.

Non-Hispanic white students are still expected to be the largest racial group in the public schools this year at 49.8 percent. But the National Center for Education Statistics says minority students, when added together, will now make up the majority.

About one-quarter of the minority students are Hispanic, 15 percent are black and 5 percent are Asian and Pacific Islanders. Biracial students and Native Americans make up a smaller share of the minority student population.

Education Secretary Arne Duncan called the changing population a seminal moment in education. "We can't talk about other people's children. These are our children," he said.

One of the reasons whites are no longer the majority in public schools is due to whites flocking to private schools to avoid minorities. However, looking at the bigger picture, the shift reflect the changing demographics of the nation.

This creates two problems:

1.) Education theorists have long used the tactic of white presence as a tonic to cure black dysfunction. If the black students could only be in the company of majority white students, then the culture of this mass of white students would overwhelm the smaller number of black students and the black students would improve scholastically.

What happens though when the white students are so diluted that they actually become the minority in public schools? This whole strategy becomes worthless.

2.) Responsible white parents, no matter the sacrifice, pull their children out of public schools and send them to private schools in order to flee the toxic effects produced by too high a proportion of minority students in a classroom. The effect increases in power as each white student exits the public system - the remaining white students get more and more swamped by toxicity.

This process spells doom for public support of the public school system. We're going to eventually see a universal voucher system - each child gets $X from the state and they can spend it at any school. This means funding for public schools will come from individual students rather than from an operating budget from other governmental sources.

As the capable students leave, the concentration of troubled students increases, this depresses the performance of public schools and increases the white flight rate thus accelerating this cycle.
