Moses anointed Aaron and his sons to be priests in the service of God, to bring sacrifices before the Lord. This was done before the Tabernacle was completed, and once the Tabernacle was completed, Moses would no longer bring sacrifices before the Lord. The anointing was a transfer, or perhaps a sharing, of leadership of service to the Lord.
Note that in doing this Moses gave up a portion of his leadership, transferring it to others.
Perhaps in the same way when prophets anointed kings prophets were giving up a portion of their leadership and transferring that particular service to God to a king.
