What do tax returns have to do with any of that? BTW.. they can't pass laws regarding eligibility. The voting process within the state, yes.
 
All that stuff should be seen by the public for anyone that wants to hold national office. Congress included.

Both California and New York are proposing state legislation that would REQUIRE for any candidate who wishes his or her name on a presidential ballot, to show tax returns as a requisite for candidacy.

No doubt there will be challenges in various courts over this requirement and (probably,) the issue of EC versus popular votes when electing a president will also arise as a contentious one.........Interesting !!!

I would think it unconstitutional for states to impose requirements on federal elections. Imagine a Jim Crowe law requiring candidates to be members of the KKK as an example. Remember the constitution gives congress the power to establish uniform federal election laws. BUT states can set the rules for a primary election, such as open or closed, and registration deadlines, like New York requiring registration with a party 6 months before to be eligible to vote in the primary election.

So states could require all primary candidates release their taxes, and it wouldn't violate the constitution.

Sounds great! I don't think the Founding Fathers envisioned electricity and how it would change communications. They lived IN their time and thought that a guy on a fast horse with a satchel to hold a letter would be the only way to communicate and connect with their countrymen. Yeah, that ain't gonna happen, the States can't unilaterally add to the constitutional qualifications for president, that requires an amendment to the Constitution.
