Not really.See we have these things called computers now, been a thing for quite awhile.
Using computers, each mail-in ballot envelope is bar or QR coded to an individual. Because of this it is unique.
The elections officials know exactly how many mail-in ballots were generated, specifically to whom they were mailed, when that individual ballot was received and processed into the return system for counting.
And that's just mail in ballots. For in-person voting the same applies. With computer tracking systems now election officials know exactly how many people checked into vote at an in-person polling place and how many votes were cast.
Because of the tracking systems the same person can't even vote by mail and in-person. Once a mail-in ballot is issued, the individuals record is "flagged" as already having a ballot so they just vote in-person.

- If they voted by mail, they are done.
- If they haven't returned the mail in ballot, they can turn it in and be cleared.
- If they don't have the mail-in ballot the mail-in ballot code can be canceled so as to not be counted if received later and the person then allowed to vote in-person.

Addresses cannot be manufactured. Voters can.
Leftists can create all the voters they want from homeless shelter lists, but they face a constraint: every voter must tie to an address. It is this constraint — fixed addresses — that is the Achilles heel for mail-in voter fraud.
Addresses conveniently have the world's singularly most accurate, current database maintained in every county in America — the real estate property tax record. These records are consulted daily by real estate agents doing comps. Tax authorities review them monthly, ensuring they squeeze every dollar from the citizen for any improvement.
