As a whole, yes.The human population is still growing. It will be a long time before it begins declining.
But many parts of the world are indeed experiencing population decline, most notably developed (or relatively developed) economies that have little-to-no immigration, such as Japan or the former Eastern Bloc countries.
Western Europe’s decline is offset slightly by higher immigration rates.
The USA has higher birth rates than the aforementioned countries, but even here we’d likely be declining slowly if it wasn’t for the steady stream of immigration.
As countries become richer and more educated, birth rates tend to decline. It’s not automatically a bad thing.
