I tend to think it's a racial problem.

Eastern Europe & Southern Europe were mostly Fascist , or at least ultra Nationalist in 20's & 30's and not a heck of a lot were killed there.

Germans were worse so were the Anglo Capitalists of USA & Britain did too.
