Amendment XXVIII​

Section 1.​

All persons born in the United States after July 4, 1976, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Section 2.​

Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the executive and judicial officers of a state, or the members of the legislature thereof, is denied to any of the citizens of such state, being eighteen years old or older, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such citizens shall bear to the whole number of citizens eighteen years of age in such state.

Section 3.​

No person shall be a Senator or Representative in Congress, or elector of President and Vice President, or hold any office, civil or military, under the United States, or under any state, who, having previously taken an oath, as a member of Congress, or as an officer of the United States, or as a member of any state legislature, or as an executive or judicial officer of any state, to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. But Congress may by a vote of two-thirds of each House, remove such disability.

Section 4.​

The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any state shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States.

Section 5.​

The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

I think that Section 1 should have a debate and abide by the clause "life, liberty, and the pursuit of happiness" because life doesn't necessarily start after birth, it starts in the mother's womb or in a petri dish in the case of an embryo implant.

Defining life in terms of breathing, because life begins before an infant inhales his first breath of air. Air is not life. DNA is a better characteristic of life, and I don't think it had been discovered when the Constitution was written. DNA that replicates a bizillion times before actual birth is life in its beginning. Science proves that life starts long before breathing air does. And a lot of people aren't going to like it, but truth is truth, and maturity makes one well aware of that.

IM2 is a bigot, but not a lawyer. He also would claim racism if someone gifted him a mansion because some white guy paid for a bigger one next door. What does IM2--or you for that matter have to say about the white 17 year old student who was beaten to death in Las Vegas by 15 persons of color. That is a hate crime. Where is your fervor for protecting that victim's rights.
 
Apparently the proposed 28th has evolved , and done so badly enough that it's actually conflicts with the original ....~S~

Why not just have an amendment that implements Proportional Representation? It'd solve loads of problems.

No bigotry here. What do you have to say for the 2-3,000 black victims of hate crimes done by whites annually? You want to cling to this one white dude forever. Those kids who beat that guy will be imprisoned, but when a story about blacks getting beaten by whites is posted, or when an unarmed black is murdered by a cop, you want more context. You are the bigot and in my work, I have had to learn law.

Don't assume to think for me bigot. Just because you think you get to be a racist without opposition and I oppose YOUR bullshit and the bullshit of whites who think like you, doesn't make me a bigot.
