They are forced into nothing, they do it willingly. It is part of the Palestinian culture and mentality to push the boundaries as far as they can, and then complain when it goes against them. Since Oslo Israel has had control over most of the west bank and have the legal right to issue building permits, the arab muslims don't believe in such things so will build unsafe structures anywhere they can. They have built on land destined for schools and hospital clinics in Jerusalem that would benefit them more than the Jews and start a riot when the illegal houses are demolished. Then demand that schools and hospitals be built on land already built on.

Not prior to 1949 they weren't when the Palestinians stole Jerusalem and evicted the Jewish inhabitants, then passed a law making the land and property Islamic. The UN should have went in then and evicted every muslim who did not hold title and fined them $1 million each for the attack on International land

They face far less scrutiny than Palestinian sources and while they have more freedom than the media does in other parts of the ME they do most certainly practice censorship.
