In the worst recession of Bush's first administration the UE rate never went above 7%. THis is so even though layoffs and job losses were muc more severe than the present recession. The difference is that under the Bush Admin many many more jobs were being created.
Obama made hiring far more expensive and uncertain. Thus there was little job creation.
