so, what you boil it down to is Israel cant do anything because to do anything would mean civilians would die
thus Hamas wins by putting civilians at risk

That's not it at all. Israel is perfectly capable of targetting Hamas' government and military installations and conducting planned, controlled airstrikes against those targets. I wouldn't have necessarily opposed that, as civilian casualties would have been minimal if there were any. Instead, Israel used cluster munitions and white phosphorous haphazardly in densely populated civilian areas. What did they accomplish in doing so? They sure as hell didn't make Gaza any better. They didn't make themselves any safer. They effectively destroyed any chance of peace and normalized relations with the Arab world in the foreseeable future. The campaign in Gaza was disastrous diplomatically as well as in terms of lives lost... Israel really fucked up badly on that one. What they need to do now is work towards diplomatic peace with Hamas. This time, though, the cease-fire needs to be formal and written, and Israel needs to actually abide by its terms if Hamas does so as well.
Israel and its worshipers are the ones who need to familiarize themselves with the Geneva Conventions.
If Israel carpet-bombed Gaza with no care for civilian casualties whatsoever as you claim, then believe me - civilians would have died at a much greater rate than 1:1 (terrorists to civilians).
If you're looking for an analogy, try this one.
One side of my street keeps launching grenades at my side of the street. I tell him to stop. He doesn't. Eventually, one of those grenades kills several of my children. I tell him to stop. He doesn't. The police (the international community) don't do anything, don't say anything. So I take matters into my own hands.
But since I still have some genuine concern for the children of the people throwing the grenades, I send these innocents messages to be far away from their house - I plan on taking out the grenade throwers who killed my children. The grenade thrower prevents his children from leaving. I throw grenades onto their side of the street, carefully trying to only hit the other grenade throwers. Unfortunately, my grenade lands next to a grenade stockpile, peculiarly situated next to the children's bedroom, and sets of an enormous explosion that brings down the entire house.
Afterwards, the grenade thrower cries: "You terrorist! You killed my children!" Everyone in the world, seeing the pictures of the dead children, blame the side of the street that retaliated. He apologizes. Then several months later, the neighbor across the street again begins throwing grenades.
There's your damn cycle.
