Divide 895 by 674 & you get 1.328 or a32% increase.

That’s speculation sans proof. Clinton subverted such a plot; it’s possible Gore would have too. But all such speculation is meaningless in the reality that Bush took no action in the face the warnings and the results were cataclysmic.
