If a party wishes to demonstrate and occupy one of those busy streets they need seek a permit first. So that the Parks Police, the Metropolitan Police, and in the case of J6, the Capitol Police....can be alerted a crowd will assemble and move, and thus traffic barricades and crowd control measures be applied so that there are not injuries or undue disruption of the commerce of the city.
I am mildly sure that you can see the utility of alerting the police that parts of their city will be given over to a use other than movement of vehicles.
Trust me, there really is utilitarian reasons for requiring permits.
Don Trump, his enablers and organizers, knew that. They should, they work there. Yet, they conspired to keep the long gestating plans to 'March-to-the-Capitol' unknown to the authorities.

I also suppose one could conclude that these folks thought what happened on J6 was indefensible and they didn't want any part of rebutting or defending what happened there.

Or, conceivably, they felt that pleading the 5th Amendment time and time and time again.....would make 'em look bad. So they refused the opportunities....subpoenas and invitations....to come in, and, in Hollie's words -----to "rebut". WTH!?
