Imagine someone yelling "Fire!" in a crowded movie theater, a theater where they are showing shoot outs and car chases.

Shouldn't the government have the right to pre-screen and license both the shouter and the movie?

What if someone already shouted "Fire!!" in a theater, is he allowed to do it again?
