As, we are talking about community that extends past municipal and state lines - YOUR words that I bolded.Based on your slogan laden, logic lacking rift here, I find your "sense" dubious at best.
And how does this additional babbling alter the validity of what I stated one iota, chuckles? Let me dumb it down for you: given the bad weather that has literally terrorized that region of the country in the last year from droughts to tornados to floods, it's seriously in doubt whether the state of Texas, let alone it's neighboring states can muster and sustain for the long term the financial resources necessary to rebuild and support the areas that are (again) afflicted. That's what Fema is for...and that's what an idealogue like Paul is against. But hey, don't take my word for it:

It would be interesting to see what happens when folk are told, "well, sorry but that's all the charities, the State and your neighbors can do to help...guess you're out in the street and on your own...but on a good note, you'll be destitute knowing that you never got any of that evil federal gov't assistance!"
