Since around 92% or more of the world is NOT Latino/Hispanic/Mexican/whatevers:

What gives them the right to have those special programs?

Why is American taxpayer money paying for it?

Why did I have to have that webpage translated into English?

Why are Latino/Hispanic/Mexican/whatevers always getting two or more chances to accomplish what the rest of the world must do in the first try?
