The "beans-in-the-jar" example is a very good one. The literacy tests of the Jim Crow era still haunt some of us. The polling officials had absolute power to decide who passed and who failed. Even the slightest spelling mistake could disqualify a black voter while a white voter with a mostly blank test could be "passed". I know this history seems irrelevant to many. To others it is easily imagined how subtle discrimination could creep into even the seemingly most benign registration laws.

It would require a Constitutional Amendment, but I do believe that EVERYONE should have to pass a 50 question, multiple choice exam about basic civics, the offices/questions being voted on, and the candidates for those offices in order to be allowed to vote. A minimum passing grade would be 75%. Those who do not pass for three consecutive election cycles or who choose not to take the test (and therefore not vote) for three consecutive cycles would lose their voter registration.

As for the ID's being "costly"? As far as I know everywhere that they are required to vote there are provisions in place to provide free ID's if someone cannot afford them.

You'll have to explain why showing ID slows down the process during voting when it's part of the process just about everywhere else in life. I show ID every single time I fly. It hardly slows ticketing at all. As for "intimidation"? If you're intimidated because someone asks you to provide ID to prove you are who you say you are...then I guess you won't be boarding any flights during your life time or cashing any checks at the bank!

The bottom line is that voting is so much more important than flying or cashing checks...yet liberals think it's wrong to show valid ID before doing so. That's absurd...
