Correct me if I am wrong, but in 2000, there were restrictions and anti-predatory lending rules established to help safeguard against high-risk credit. These laws were then repealed in 2004, under the Bush administration, and in 2008 the bubble that had grown eventually popped. I am not sure, but it seems de-regulation was the real culprit. And that was not implemented by a liberal administration.

The loan originotors were not banks. It is they who originated the loans. They did so legally. The legality is contrived by the law makers.

The bankers were complicit in that they purchased the bundles of the loans that were not diligently researched.

However, private citizens who sold their homes at inflated prices, financed homes at prices they could not afford, took second mortgages on equity increased due to the inflated prices or otherwise tried to profit on the Bubble are just as much at fault.
