Russia doesn't have a significant Navy not one that can execute an amphibious landing. The border area between Russia and Norway is insanely small less than 20 miles wide in some areas. There is 1 road along the northern coast. Off that road is terrain not suitable for moving troops and equipment. There is one bridge across the Tana river. Russia might have some beef with Norway. They may WANT to invade Norway for some reason. That doesnt mean that it makes sense militarily or that they even have the capability to do so.
