Truth is that if we can ever get all 50 states nailed down to firm voter laws which preclude duplicate voting, dead people, and illegals, the democrats might never win an election again.

There is a popular vote. At the state level. Each state has a popular vote that decides how its electors will be used. In some states, winning the popular vote, you get all the electors, in other states, you must exceed a threshold of 50% the total state vote, etc., otherwise, the electors get divvied up, but you still get the lion's share. It varies state by state.
But there is no national popular vote in any legal sense. It is purely an exercise in statistics that people take the individual state tallies and sum them up. The only time you ever hear about it is when the Democrat loses. It is a testament to the resilience and veracity of GOP candidates that they might not get the popular vote yet still win 30% more states than the other candidate!
