Had the same type of bias happened. This was a Bolo: Be on the look out for a male wearing a yellow shirt and blue pants about 6 foot tall, armed with sawed of shotgun. Wanted for double murder of a female and child. That all they put out. They were all black. There was a lot of feed back from the road patrol, and believe it or not we found a white guy who fit the description. The Dept changed the policy after it was put in the paper. The Progressive Lt, was demoted and put in records.
