You guys need to really read the article. It doesn't say that they have legalized transmission of the AIDS virus, it says that the punishment for someone who knowingly transmits the virus has been dropped from a felony down to a serious misdemeanor. It has NOT been "legalized".

And, considering that they have treatments and drugs that can allow people to live almost normal lives even in spite of the virus, and that HIV is no longer a death sentence, that is probably why they lowered the severity of the crime.
