Israel has the blockade to prevent larger, more powerful weapons from Iran or Syria entering gaza. To prevent them rearming and extending their capacity to wage war on Israel.
Egypt closed the border for their own security. To prevent gazan fighters attacking Egypt from the sinai.
If gazans are not armed, there would be no need for the blockade. If hamas would end their hostility, there could be honest peace agreement negotiation.
