That's theme with Democrats. The way to solve difficult social problems is to make it illegal to have those problems. Some people can't afford health insurance? Make it illegal to not have health insurance. Some people can't get anything but a low-wage job? Make it illegal to work a low-wage job. Presto. Problems solved.
