Exactly - there was not enough detailed information to act on. It is much the same with Clinton. Prior to 9/11 neither the American public nor Congresswould not have supported it. Look at how reluctant they were to support actions in Bosnia and Somalia. No one believed we'd be attacked in that way - we were always insulated by oceans.
