If a city has 5000 cops, you might see only a few hundred or a couple hundred more on the streets in any given shift. Between those in the buildings doing work needed there and those injured, on vacation, calling sick taking accrued time. using any time off for any reason as a benefit and so much more it narrows down. Then you have the ones on the street who actually do the work needed. That cuts it down even more . Some may go over the top at times. It is a shame we went with "equity" during recent decades as crime kept expanding. This is for blue areas. In red areas you can see the abuse of citizens right in front of you if it happens. Maybe they have changed in the areas affected.
