Illinois, topping the list, has lost $29 Billion to other states over the past decade due to their hostile tax and labor policies. When you look at the states that have lost the most they have a common denominator among most of them. They voted for President Obama and have a history of high taxes and over priced labor.
The states that have gained are primarily "red" states that have lower tax burdens and are Right to Work. All states lacking an income tax have gained except for Alaska.

You'll also notice if you visit the interactive map and go down to the county level, even in the states that have gained billions from other states, most of the Democratic run counties, the big urban areas, have lost wealth to neighboring counties.
