I'm not sure whether you know the US-American laws. Imagine a virus has a marker which shows without any doubt from which person it came if someone was infected ... let me take the example "Mr. Bezos" infected someone. The infected person gets very heavy painful problems. Are you really sure Mr. Bezos had nothing to pay for this bodily harm?

Germany failed on a simple reason: Much too many people don't do what's senseful. And you try to find ways not to have to do anything. But lazybones cost other people their health or life. And you are their supporter.
Austria makes for example in the next 20 days a reduction of contacts. If all Austrians work together and don't try to find lazy excuses for exceptions then the number of virusses there will be reduced drastically in 20 days - so they will make their winter business around Christmas without big problems - and if everyone will be vaccinated then the evil game "Corona" will be over.
