I think the bill should go to the Democrats in the Senate. They are the ones show said NO to every bill the House sent them.

[So, if past is prologue, if the Republicans hold on to the House in next year's election, we can probably expect some kind of attempted Impeachment coup to try to remove President Obama from office which would not be much of a surprise anyone after Republicans held the gov't hostage to their defunding demands regarding Obamacare.
