The apportionment cannot be perfect because there is not a one to one correspondence between the number of citizens per state and the number of congressional seats that can be allocated and there will always be a minute disparity , but to assert that an egregious , ridiculous , blatant imbalance be implemented - based upon the inclusion of illegal migrants - undermines everything about citizens and their entitlement to manage the state .

Slaves were actually counted as three-fifths of a Person. Only Indians not taxed are excluded.

I have it on good authority (Hillary Clinton) that the unfortunates whom we refer to as "illegal aliens" are "hard-working Americans," hence they are probably paying taxes of various sorts. Sales taxes, gasoline taxes, real estate taxes (either directly or through their monthly rent payments), excise taxes, and some of them even pay FIT and Social Security taxes.

The Constitution calls for a count of the people, not of citizens, to determine seats in congress. My belief is that the issue of who to include/not include when determining the basis for seats in congress is much the same as deciding which guns are legal/illegal for people to keep and bear. Back when the Constitution was written both of these issues were dealt with in a sensical manner. Arms were most basic and immigrants were arriving by the shipload. Times have changed and our Constitution hasn't kept up.
