I saw that...but that is in college dorms. Many people that attend college don't live in dorms. I didn't. None of my brothers did. None of my nieces and nephews do. My son doesn't and my daughter probably won't live in a dorm either.

Also, most prison inmates are 25 or older while 96 percent of people in college housing are age 18 to 24.
