News Flash: aircraft hijackings have long been included on NORAD's list of potential threats from foreign and domestic terrorists.

It's just that prior to June 1, 2001, the protocol for dealing with those threats had never involved the expressed approval of the (civilian) Secretary of Defense or the acting Commander in Chief.

Despite the fact that the Joint Chiefs and all military personnel are legally subordinate to the CIC, there's a history of a clear recognition on the part of the executive branch of the need to allow Commanders in the field significant leeway in terms of their capacity to react on the fly -- a history that came to an end by executive order on June 1, 2001.

What sort of "hunches" are you referring to there? The hunch that any number of highly probable and/or confirmed hijackings would likely follow suit after the first one plowed into a building full of people? The hunch that the passengers aboard the remaining planes would likely be doomed whether we shoot them down or not? Hunches that anyone with the sense of a common house fly not only could have played but should have played on the morning of 9/11/01?!

And who, pray tell, would a mildly retarded monkey like Bush, or a noted War Profiteer like Cheney be accountable to in the event of their failure to act on those very same hunches? -- Apparently nobody.
