How many dumb college students are going to ignore the warnings? They just might be safe if they stay within the zones dedicated to tourists as those generally have heavy security. But how many are going to want to explore?

Pretty much everywhere in Mexico. Los Cabos is the most dangerous city in the world. That area was THEE spring break destination when I was growing up.
However, I remember going to Cancun in the early 2000's and the entire resort area (Beaches, Hotels, Bars) was basically blocked off from the rest of the city. Mexico has always been 'Mexico' but now...no way.
