Even NCLB is under the control of the states. The bill does two things. It makes schools a data collector for military recruiters, which really doesn't have anything to do with education policy. It also sets some funding rules based on test results. But guess who writes the test? That's right, each state writes their own tests.

I have not yet met a teacher that doesn't think that NCLB is intrusive and is making their jobs more difficult. We can pretend that NCLB is under the control of the sole control of the states, but the actuality is that the hand on the wallet sets the agenda.
