So if the USA has to use 9 million barrels a day from the SPR that means just 39 days supply left.

What happens when US runs out of oil?
All public transport, including planes, trains and buses, would come to a grinding halt. Industry is would be hit very hard; millions would lose their jobs. Food production would also suffer on an incredible scale and hundreds of millions would starve to death as a result.

Faulty math. Our oil defecit is averaging 2.7 mbd. Our surplus in other petroluem products such LNG and refined products is over 4 mbd. In fact, we have been a net exporter of energy (Energy Independent) for the past 18 months in a row.

We haven't been oil independent since before the Kennedy administration. The formula is total energy produced, LNG, coal and other fossil fuels, - total energy imported.

In March of 2020, former President Donald Trump wanted to fill up the SPR, and wanted to include in a stimulus package before Congress $3 billion to take advantage of oil prices that had fallen earlier that month. But filling up the SPR to the brim did not happen. Democrats, in their infinite wisdom, removed the $3 billion out of the stimulus package.
