Because few voters use the federal form, the federal-only list was relatively small at the time.

After groups sued, in 2018, the state agreed to start adding voters to the federal-only list regardless of whether they used the state or federal form. That caused the list to grow, and fast.

As of October 2019, there were about 17,000 federal-only voters, according to state data. By October 2020, there were about 36,000.

A driver's license is not the same as registering to vote. Some do register at the same time as renewing their license, but illegals can't. Their license is marked with their citizenship status.

In our constitutional Republic, the constitution does not restrict states in local elections, it's up to the states or the people.

They legislated it in 1996, making it with a U.S. CODE Statute, against the law for non citizens to vote in federal elections or even to register!

Election officials do not need an applicant to show proof they are not a felon or mentally restricted, or minimum 18 years old or a citizen...etc.

Election officials have State and Federal systems to access that can verify those things are correct and as the applicant swore to be the truth, under penalty of law on their registration application.
