Well, ICE is a federal law enforcement agency, that is tasked with interior enforcement of our immigration laws, put in place by Congress, and signed by a President...

When ICE agents start their day, they typically hold a briefing where their "targets" for the day are outlined, and the orders for removal for these individuals is distributed to the agents. Then they embark on going out to arrest these individuals.

While it is perfectly fine to protest, (though not a good look, considering what these people are accused, or convicted of doing) it's legal. However, when protests become obstruction, ie; following, blocking, using noise makers to tip off the targets, etc, that becomes obstruction. And the people doing this are violating federal law....

And the individual(s) doing so, can be detained, and arrested by federal agents.

So, in the clip you provided you can hear the woman talking with someone on the phone, pleading for the person on the other end to call 911. The person on the other end could possibly be maybe someone from "ICE watch" who is organizing these actions.

Now, while it is concerning that some random red SUV pulls up and blocks her, once they exit the vehicle it is clear that they are ICE agents, clearly marked. However, I'd like to see a more official vehicle in this case.

The bottom line, is protest all you want, but don't get in their way, don't give them a reason to believe that they are in danger, and stop trying to warn the targets, that are some really bad people...That's how I feel about it...When you do those things, you have no leg to stand on when you're prosecuted.

Hasn't stated the alternative(s).
For example, why is there a "dashcam" of this event ?
Why did the person filming stop their car ?
Why did they not speed around the stopped red vehicle, there is room for such, run the stop sign and try to get away ?

Is it possible the driver being stopped/blocked knows they have done something to be chased and blocked ?
Why did that gray car we saw earlier pull over and stop by the side of road, letting these two vehicles pass ?
Is it possible that red vehicle has blue/red flashing lights in it's front grill ?

The "question" lacks enough context and information to provide any real answer.
