Our founding fathers were entering unexplored territory. Nobody had ever formed a type of government they were proposing. They had no concept of what size government would be needed to govern a nation of 300 million and an economy of 15 trillion

The framers of the Constitution granted a few expressed powers to the national government, reserving the remainder of powers to the states.
