Well, if it hasn't yet been established which side fired the missile, then how is Obama supposed to react without any facts to back up criticism of either side?

BUT, at the very LEAST, we know that Putin has created the environment where this kind of thing can and did happen since he annexed Crimea and has given support to Ukrainian separatists who are seeking to break up the country.
