It's because our Arab allies in the US-led coalition against ISIS have asked him not to so that they can avoid unrest in their own countries to better fight against ISIS and Al-Qaida.
It's called diplomacy and coalition building. It's real leadership.
And it's been a longstanding policy since 9/11, because our intelligence officials know better than to start a war in the Middle East against everyone instead of allying with those nations who would also fight the groups of radical extremists who are an actual threat to our national security.
