They may not be part of NATO, but western mercenaries are in Ukraine, just as Russia is using foreign mercenaries.

NATO soldiers do maintain, control guide and launch long-range weapons. Here is the difference between Russian missiles launched by Russian soldiers shooting down American planes in the skies of Vietnam and the Russian missiles, launched by Russian soldiers, hitting American bases on the undisputed American soil. First is a part of a contained "peripheral"/"proxy" conflict. Latter is an act of a "central"/"direct" Russian-American war.
