That's untrue, NATO was formed to oppose the expansion of the Soviet Union, when that collapsed there was no need for NATO and it should have been disbanded, instead it expanded and now has military bases skirting Russia's border, hence the attack on Ukraine which was threatening to bring yet more NATO weaponry to the Russian border.

The unstated goal is the fragmentation of Russia, for which the breakup of Yugoslavia serves as a template. Russia knows this hence it's resistance to further NATO encroachment.
