68k is not a metro area, it's small rural city. Jackson and TN over all far safer then Chicago.
A city is a metro. The opposite is rural - farm, ranch, or unused land. Crime is lower there because no one lives there, because job opportunities are not there. Diboll, Tx may have a lower crime rate (doubtful with the Klan), but literally no one lives there. Unless you are retired, rural areas aren't even worth discussing for most issues.
 
No. You've not made that statement. You just said Jackson had an auto plant-it employs 300 people FYI. Thats not a lot. You noted nothing about Jackon's unemployment rate, its industries etc. Its still a metro.
I have repeatedly stated that folks are better off living high UE rate, and high crime places like Chicago for rural TN, where they have a better chance of finding work, and it's safer.

TN has a much lower UE rate, and crime rate then Chicago, or NY.

The only people really working in those places, actually commute or telework now...

Yeah, after re-reading my post I should not have said that if you want a job you move to the city, if you don't want a job you move to the city and collect unemployment because it isn't unemployment you would be collecting, it would be government benefits for those who don't want to work, including public housing

no, a city can be in a rural area. Metro, or metropolis refers to censoring area.

As highlighted job opportunties are there, more then major cities like Chicago who have a higher then national avg UE rates.

People with means are fleeing places like Chicago, and NY, and Cali over all, because of the crime, corruption, and lose of opportunities.

You are seeing Toyota open up shops in rural TN, BMW in rural South Carolina, as well as Volvo, and Benz...
