I see what is happening but the spreading region does not power the movement, it is the underlying mantle and, to a lesser extent, the downward pull of the subducting oceanic crust.
No you are being confused here.
It is moving eastward subducting UNDER the westward moving North American Plate and happening offshore at the Cascadia trench.
