it may have been ripped and the money was seen.....packages get damaged quite a few times going through the process....and so you reported it,how would they track down 40 bucks?...next time put some insurance on it.....or send it registered....then you would get some compensation.....

I am personally aware of one charitable organization that moved its office away from a city where mail theft was so rampant that their existence was being threatened. Donors who had sent checks asking why they hadn't been cashed and the few who (foolishly...) mailed cash asking why they hadn't received the traditional thanks/acknowledgement letters.

The post office is currently 169 billion dollars in the red.....100 million in unfunded pension liability, and another 69 billion short...losing about 4 billion dollars every year...
